Minimun grade on cross

Was reading another thread and I came up with the following question.

If I try and cross a coin fom NGC to PCGS and set a minimum grade what does that mean?

Someone (Russ) tried to cross a MS64RB with minimun of MS63RB and they said "nope"
Then he sent it in (ignoring the other problems) and it came back MS65BN

Is MS65BN < MS63RB when it comes to crossing?

    Not exactly, the grade itself determines a certain value for the coin, depending on the market, but the designation has more to do with eye appeal than anything else, and eye appeal is far too subjective to put a price tag on. An RB two-center is certainly beautiful, but I personally like a rich, even, chocolate brown color, especially when it comes to early coppers. Anything minted prior 1900 designated as RB makes me a little suspicious of cleaning.

    I think the point Russ was trying to make is that grading is by NO MEANS an exact science.

    Oh I totally agree. I just want to know for future reference (I have a couple of 2c's that I want to try and cross)

    Will you cross them in the holder or crack them out first? I've read many stories about coins being rejected for crossover, but make it when they are sent in raw.
