Low-grade MS on ebay!

I've heard of MS60, but how much scratching and dinging must an uncirculated coin have to grade this low?

    The seller was attempting to indicate that the grade (as he guesses further down the bid page), is somewhere ABOVE MS60. He estimated it @ MS62 then asks you to look @ PCGS price for a MS63 in a attempt to get bidders.

    Should have just put in a "?" after the MS6 in the heading.
    Everything starts and everything stops at precisely the right time for precisely the right reason.
