Struck through grease/cloth/? ...US Mint error opinions?

Does the US Mint consider this an error?? I have a 2003 Mint set with Illinois-P quarter missing several stars, letters and only half of Illinois is readable. Would they have sent it to the waffle machine had it been detected??? image

    Yes, they probably would have. They have raised their standards for the state quarters!

    It's a strike through. It wouldn't get waffled most likely since it's not a die problem but a preparation/production problem and probably wouldn't be seen in a spot check. Pretty neat, though.

    That is a grease filled die & the Mint does not consider it an error as it is within accepted specs & tolerances and released for circulation. No it would not have been waffled because the Mint does not cull out minor errors, they only waffle the major errors that are rejected by the riddlers that are not within accepted tolorances.
    Change that we can believe in is that change which is 90% silver.
