What does T.C.G. stand for?

A customer asked me this bit of trivia, and I didn't know the answer. On the back of old Topps cards, there's a copyright for T.C.G. The T is for Topps, obviously, but what do the C and G stand for? My guess is Candy and Gum, but I'm not sure. Anyone know?
