Ebay's argument to that, marz, is that a user should be judged on the feedback as a whole and not a single negative that is made readily available through a single click.
This is good but a bit silly. Its not going to help in my own most frequent of non-paying bidder situations -- NO CONTACT. If you can't get the seller to even contact you to discuss and/or complete the transaction, what makes eBay think they'll contact you to agree to remove a negative feedback?
The second part of the article is what interests me more.
As a seller who sells something to a non-payer, you should be able to leave negative feedback and not have to worry about retalitory coming back your way. Think of how many more negative feedbacks people would have. If you jumped thru enough hoops w/ebay, sending notices, etc. this rule should also be accepted.
