Some answers:
Irish Central Bank takes care of the coin distribution (but the two orders I have sent to them never arrived and I was never charged, so I don't use them AT ALL!!)
The coin Stork has is not the same coin. It is a 50 ECU. In 1990 they put out 5 and 10 ECUs in silver and a 50 in Gold. They can be purchased individually in cases or in one case holding all three (~$450 - $500). The 5 and 10 ECU have WIDE price ranges. I have seen the 5 ECU sell from $30 - $150, and the 10ECU from $35 - 90.

I've never had one, believe it or not. In fact, the only proof Irish coin I can recall ever having is my 1805 gilt halfpenny.
