There were also regular proofs made that year, but like HG said that's a reverse proof, which counts as a MS/BU in the Britannia world.

The coin in question is a BU or Mint State issue in "Reverse Proof-Like" condition. It is not technically a proof coin. This same design was used on the regular BU issues dated 1998, 2000, and 2002.
