Cross-over question

I would like to try and cross my NGC ms66pl Eliasberg (might be burg). I would grade it a 67pl. It is the cleanest Morgan I own, as nearly as clean as the few 68s I've inspected. Anyway, I'd accept a 66pl or 67pl, but because pls and dmpls are my specialty, I would rather keep it in the 66pl holder than have it cross to a ms67 non-pl. Can I submit it with that kind of instruction?
