Does any one know why Parkhurst did not produce a hockey set in the 1956/57 season?

When Parkhurst released the "missing link" set a few years back, the spokesman said they simply "forgot" to produce a set in '56.

Why didn't Topps make a set for 1955-56 and 1956-57?
