Half a coin has doubling & the reverse has a lamination error.

I have an interesting "variety/error" 1884 Penny from Great Britain. I hope you can tell me how something like this can happen to a coin and point me to someone who can authenticate it for me. Below is a link to the World & Ancient coin forum thread. (Has pictures, EXTREME close-ups and a lively discussion.)
I'm a novice coin collector so any help you can give me will be greatly appreciated.
