Does this walking liberty-like coin come with cartwheel luster? Are they hard to find like this?

They do indeed come with a cartwheel luster. There are a couple up for grabs here.

They come in all flavors just as any U.S. silver coin would. As for hard to find they come up on eBay all the time.
