PayPal Buyer Protection Policy

I sold an item which the buyer says he received not as advertised. I'm am 100% confident that I sent the correct item which the buyer says was opened and missing key components. PayPal's policy states:

Under normal circumstances I would issue a refund but I'm highly suspicious of this situation because of the item involved (not sports related). Has anyone dealt with PayPal on a situation like this? I have proof of delivery (Delivery confirmation from USPS) and offered the buyer insurance which he refused.

I am absolutely sure I sent a factory sealed calendar. I could understand if the factory seal broke or ripped. I would have no hesitation asking the buyer to send me the calendar and the contents back (which I would even pay for shipping) for a full refund. I feel this buyer got the goodies he wanted and wants to send the worthless calendar back. In the buyers initial contact to me, he stated: "That really sucks, because I paid so much for this item quickly, and it didn't arrive as advertised." I feel the buyer is having remorse for paying a lot of money for an item that a few months ago cost a fraction of that retail.
I almost paid some counterfeit items luckily I was informed by previous buyers of the seller about those items. I called paypal customer rep and asked questions about counterfeit items, delivery confirmation, etc.
If item is counterfeit, not as described but seller has tracking and you use CC notify them first before calling credit card co. If item is paid with instant payment not credit card then buyer files a complaint to ebay. They only process complaints if there is no proof of delivery.
CK, in your case, the buyer can only go to ebay because you have proof of delivery unless the buyer use CC. Is the buyers FB, ok?
Call PayPal toll free: 1-888-221-1161. Asked to make sure. There are times they (PP) tell different things.

Sagard, that's true. The PP customer rep told me they can't if seller has tracking. She said we can direct this to ebay. I just don't know what or how ebay handles this kind. You should direct your complaints to ebay if seller has tracking. If you use CC call paypal then CC company. I filed a claim once and got my money -- seller was NARU. You can claim up to $250 but ebay will deduct $25 processing fee when you get your money.
