I think LUCKOFTHEIRISH believes the slabbed coin is silver therefore missing the "S" mintmark or wrong planchet from Philadelphia
If the silver quarter is supposed to weigh 5.75 grams and the copper-nickel 5.67 grams - you probably could not be sure -> would you have to run test to find out metal composition to be sure?

I am not sure weight by itself can be an indicator of composition - anyone know?
From the scan of the PCGS coin, its a clad Philadelphia, not a 40% silver no S coin.
