Is this an error in US Mint Set packaging???

Someone at work showed me two 1971 US Mint sets her grandfather owned. One was a San Franciso Mint set, in sealed plastic, red band on top and bottom, with 1c,5c,10c,25c,50c and mint seal in 6th slot.

But the other one was puzzling: it was another sealed plastic Philadelphia Mint set ( I assume, since no mint marks) with no mint seal, instead, in the 6th slot was a SECOND 1971 penny! Blue band at top and bottom of the package. Was this standard for 1971 Philadelphia Mint Sets? A packaging error?? Anybody
know?

    That second cent is probably an "S" mint, no? "S" for the San Fran Mint. If it happens to be a "P", or plain, then it is simply a packaging error worth little to no premium.

    Only striking errors command a premium. Some small, some large and others exponential.

    Don't have the set in front of me, but I'm pretty sure both cents were 1971-P. Another strange thing about this set: the Kennedy Half was cleary Uncirculated on the reverse, but the obverse was the most dulled,
    worn-looking "Uncirculated" I'd ever seen-- almost like a really low-grade AU.

    It was normal during a period covering 1971 that the mint would issue two cellos with coins....D mint and a P mint with an S cent.
