Ever seen this on mint sets?

I picked up another 2003 mint set yesterday and I noticed one of the quarters from the Philly set has some blackish/gray marks on it. Could this be toning already? Has anyone seen this happen with new mint sets before?

    I haven't had any problems with the 200* mint sets. But a '74 proof set I recieved the other day had a big ole finger print on the cent obverse. I bought it for the half a dollar so no big deal.

    My 1999 set has something like that. Kind of looks like a burn spot on the obverse of the coin. It takes up the majority of the obverse.

    Yup, burn spots is a better way to describe it than blackish/gray. There are three total spots, looks really ugly. The biggest one (its on the Missouri quarter) goes from the front of the canoe and out a little to the rim.
