POP report and qualifiers

I had access to the POP about 3 years ago, and at the time, they made no mention of qualifiers. For example, they would state 100 PSA 9s, but you would not know how many of those 100 carried qualifiers.
Recently, I've seen posts on this board where a person would state a POP as 76 PSA 9s, 24 PSA 9 with qualifiers.
I am wondering, did PSA always keep track of the number of qualified cards, and just did not publish them, or did they start keeping track at a later day, and the number of qualified cards before that date are unknown?
