When does PCGS go on the clock for submissions?

The reason I ask is that my coins were delivered by USPS to PCGS at 1:30 PM December 24, 2003. They still have not been put into the system and have not acknowledged receiving them by email. I paid for the walk through submission (two days). This is now the third day they have the coins (not counting Friday). I guess what I'm asking is will I get some type of a credit? Or am I just out of luck? Officially when does PCGS time start? When they were received or when they get the chance to put them into the process?
