Submitting DOWNGRADES....need some help

I bought from Braddick a 1806 PCGS FR02 Bust Quarter. For the life of me, I don't know why its a FR02 when it really should be a PO01 (as if anyone else cares). I've seen plenty of FR02's and PO01's and this coin isn't a FR02.....the reverse is blank and only by holding the coin just right can one see part of the outline of Liberty's portrait on the obverse. So, assuming the coin is overgraded, can I submit for a downgrade AND if so, is this free or do I have to pay? I recall something about requesting downgrades here on the Boards but don't recall specifics......

You would need to use grade guarantee to get it free and only if it is downgraded.

I submitted an MS70 Smithsonian for regrade (It had an obvious fingerprint on it) and I have been waiting for PCGS to decide what they are going to do with it since November 11.

If anyone would know a downgrade crackout, it's Braddick. Sorry to say, but if the coin was a P-01 it would already be in the lower holder......
