Without knowing how much detail is in the original strike of the leaves(?) around the border, the coin can't be graded, but
if
those are leaves, I would estimate a borderline VG/F. If they are supposed to be smooth, then
maybe
VF. That's my 2 sen!

Just my opinion, and hard to judge from a scan, but it looks at least VF to me. Weak strikes and/or worn dies aren't uncommon.
