2003-P Jefferson w/ FS

So,
Mom said she didn't want anything for Xmas this year since I have been financially helping her out all year (and, her husband, my step-dad, died ~2 weeks prior to Thanksgiving so she hasn't been able to feel too festival).
BUT, I didn't listen to her as a kid nor do I now
So, I got out some of my coin items that I have multiple of (giving her a 2003 Silver Proof Set, 2003 Mint Set, 1973-S IKE brown box that I just opened a package of tonight, an AH Kennedy in MS64) for her stocking.
In the middle of this all, I started looking at the mint sets I do have for 2003. I swear the denver coins had some bad planchet wash/rinses. Little splotches on some of them.
But, when I looked at a Philly set, I saw a nice nickel. Not sure what it would grade other than I couldn't (with a 10x loupe) see a single hit in the steps area.
So, the question is at what point would a 2003-P (and, maybe a 2003-D) from a mint set be worth it to cut free and send in for grading to get the FS designation?
MS-67? MS-68?
Also, what would make the nickels at those grades? No major field hits? only 1 or two minor hits?

I've been told I tolerate fools poorly...that may explain things if I have a problem with you. Current ebay items - Nothing at the moment

MS66FS sells in the $30-40 range (Pop 102)
MS67FS sells in the $75-$120 range (Pop 30 - Price appears low for a not too high population so far)
MS68FS would be extremely high (Pop 1)
2003-D has been horrible this year. I haven't seen enough sell to estimate price ranges, but if you can be sure to make MS65FS it is likely worth submitting.

The grade will depend on multiple things.... strike, luster, eye appeal, and contact marks. On contact marks it is a combinations of "hits" and minor marks and their locations. The cheek/jaw-line/field in front of the faces are grade sensitive obv areas. On the reverse, the dome/field over dome/pillars/steps are all sensitive areas. Marks in other areas matter too, just these seam to matter more. The best way to estimate the grade is really to compare to several recently graded modern examples.
