The mint no longer uses bags for regular circulation coinage. All coins now go into jumbo bags which are equivalent to the old pallet.
They do sell some quarters, halfs, dollars, and nickels in smaller bags and it may be possible to get bags from the counting houses. More typically there will be boxes of rolls available.
You sometimes can find older bags at coin shows. At my local coin show, there is a guy who usually brings a still sealed US mint cent bag or two. And sometimes you find those state quarter bags being recycled at shows.
Thanks I had'nt thought of looking for them at a show. Now if there was only a coin show in this town. Hard to belive that in a city the size of Phoenix AZ that there is not a single coin show.
Coinshows.com still lists an Arizona Coin Expo in Phoenix in the spring of 2004, but no details.

As for Phoenix shows, there's one in Scottsdale, I think on a monthly basis. There's also a rather large one in Tempe, but I'm not sure when.
