What were they thinking in Mozambique

when they struck 20 centavo coins in 1973/74 (KM#63) that are indistinguishable fromthe 10 centavo coins dated 1960/61 (KM#88), except for the denomination? These examples are from 1960 and 1974 respectively.

Inflation? Perhaps the 1970s 20c was worth as little as the old 1960s 10c by that time. They didn't bother minting 10c coins after that 1961 run.
