This is a raw coin, so no idea on the actual grade. Let's see what you come up with. It's not behind anything, it's sitting naked on my desk so any descrepencies are there.
If the scratch XpipedreamR noted is as bad as it looks to me and the gouge below that isn't dust I'd guess 65 DCAM. 1978 is a good year for extra frosty proofs. It seems as if the Mint was making up for the lack of frost in the early 70s
Hairlines are almost always the limiting factor for proofs of that vintage. Almost every 78 Washington I've ever seen is dcam. PCGS hates hairlines, and will almost always limit a coin with hairlines to the 65 range or lower. I agree with Carl. PR65 Dcam.
