How did this get full steps?

It may be the photo, but I see a large nick and weak area under pillar 3. If I submitted this jefferson to pcgs, it would not come back full steps.

Honestly I would have to see the coin in person to say that it was or was not a FS coin. Lighting can be tricky and hide the true detail. But then again I have seen more than 1 mistake in designations.
Spendy/important coin to make a mistake on. I do hope it is a legit FS coin. I argue its not an MS67

Did you check out the super-duper close up on the auction site? I know that a change in angle can be very revealing, but I have a hard time seeing that with this one. I'd like to see it to be sure.
