I suspect this is from a country of the former USSR but my Krause doesn't cover past the 1980s, thanks for your help.

It says Bank Russia above the eagle and two rubles below it: KM-605, copper-nickel, $1.65 in Unc condition.

You will find that double headed eagle on all post commie coins from russia, I believe - some of the proofs have it in a frosted cameo which is beautiful!!

And Historygeek it's just my support for Canadian cartooning, i think it's a funny cartoon also, I'm glad you recognized it though.
