PCGS Slabbed Merc with growing black spot

I purchased a PCGS-graded MS67 1937D Merc. It appears to have a black spot growing near the rim from the eight o'clock position of the obverse. Does PCGS guarantee the grade of this coin? I do not think it would be graded MS67 if submitted raw today.
