I hate to call a government agency a liar , but that's only a generic top, not a dreidel, which is a four sided top with a Hebrew letter on each side. The letters SHIN, HEY, GIMEL, NUN mean "A Great Miracle Happened There. A real Israeli top's letters mean " A Great Miracle Happened HERE!".
During Channukah children play a game with the dreidel,using pennies, nuts, raisins, or chocolate coins (gelt) as tokens or chips.
After someone spins the dreidel, the letter that is facing up when it stops tells the players:
NUN - nothing happens - next player spins the dreidel
GIMEL - player takes all tokens in the pot
HEY - player takes half of the pot
SHIN - player must put one token into the pot
At least that's the way I learned it in the 1930s!
Newsman, sure I know about that "film". European countries Ambassadors in Israel fainted , when one of Israeli ministers (Scharanskii ) showed them only some small parts of that "film". It looks exactly like Dr. Gebels propaganda- I saw some passages from there.

NOW I know why some coins have holes in them!! It's certainly a neat item! I've never seen a coin made into a top before -- but Satoo is right, it's not a dreidel and shame on the Israeli Mint for not knowing that!!
Thanks, Mark it was a few weeks ago! As for the holes, I also thought about it , when I saw it firstly. Israeli Coins and Medals Goverment Co. likes to make some unusual, and I say, sometimes, strange things with the coins...
