Question about 1970T tough commons

I'm going through my completed raw 1970T set and see some potential for PSA 8s. Which commons/minors are considered tough in the higher grades? I looked at the Pop Report but still can't figure out the difference of low pops due to toughness or lack of submissions.

Here is a response that I sent to another board member when asked this question. I'm sure that Virtualizard and Chris Renaud have their own horror stories, but my response is based solely on the numbers.
What little I know about the set is as follows:
The 1970 set:
Here are about the toughest 30 cards in the set and if you'll notice - there is a large percentage of the All Star Cards amongst them in the 450 - 470 range. Because the borders are so thin - its easy to get an OC. Other than the A.S. cards the only real tough Hall of Famer is Wilhelm and even he isn't too pricey because the set isn't super popular right now. I didn't account for any variations because quite frankly - PSA doesn't do a great job at recognizing them so the Pop report is often wrong.

I agree with Frank regarding his list of experts and how he put his list of cards together.
I have also played with the set in the background collecting mode. I have found that in general 9's are not very highly priced and 8's are even less so. If you are grading cards for yourself, then those will be nice 8's and will work out great.
If they are for resale, I would advise caution. Most of the top sets are active in 9 but not so much in 8. There is an ample amount of vending and unopened material from this year and it continues to be graded. I do not believe that this set has the "low pop common" power of the 65 Smith or some of the other 60's years. If you are slabbing 8's for $, then the pot of gold at the end of the rainbow may not be too big.
