I looked at the number of sets registered in each of the Topps sets from 1952 to 1975. It might give you an idea of how many people arre actively collecting sets. Of course, the dynamics of the 50's sets is much different than the 60's which are different from the 70's.
I looked at the number of sets by set ratings, figuring that a set that is being built in PSA 8 will be 25% complete at a set rating of 2.0, and 50% complete at a set rating of 4.0. Of course the ratio of stars to commons could affect this somewhat.
The numbers by each year are the number of sets with a set rating of at least 8.0, 6.0, 4.0, and 2.0. If there were basic and master sets for a year, I used the basic set.

I suppose that is true, if you assume that the ones with a 2 rating or higher are still workking on the set.
It also shows that nobody likes the 58, 62, 64, and 73 sets, or at least not many are trying to build one.
56, 61, and 75 seem to be the most popular.
I don't think that opinion is correct. Those sets mentioned are very difficult to find in high grade. The 1973 Set and 64 set are more difficult than what most people think. Not many people have the balls to collect the 58 or 62 set. With Chris R and Seinbigd going head to head on the 1962 set, most will just wait until they are done.

On the demand supply side, if they were just scarce, but demand was high, the prices would be very high. Since they aren't particularly expensive, I have to conclude that they are both scarce and not too many people looking.
The 61 set is very available, but the prices remain strong because there are lots of collectors of this set.
