INVERTED COINS - PART 2 !!

OK . . . questioned the Boards last week on 'inverted turn around time' and got one response that they were a low priority. Wonder of wonders . . . received the news the very next day they had finished my 11 coins (received 11/24) and were shipping 12/4. So . . . they were definitely a bit quicker than I expected. All the coins in question are PCGS graded.
The problem . .
Only 2 of the coins were inverted! All re-holdering fees were kept anyway. Ironically, these 2 were inverts off a previous order that were mistakenly inverted . . . they just re-reversed those two and sent the entire order back untouched (with the exception of 1 Commem taken from an old holder and re-holdered into a new-generation).
PCGS Customer Service stated several hours ago that it was a 'grader choice' to invert. Does this make any sense at all? Do re-holderings without any grade questions go to a grader??? If so, why? My previous experience with inverting coins had been 100% (actually MORE than 100% as they had done those two mistakenly!).
My reasons for re-holdering . . . each of the coins has spectacular toning on one side. A roll-end, several DMPL Morgans with a spray of rainbow on one side, and a couple of mint set coins which matched the previous order I had requested to be inverted. Just really nice stuff which screams to be displayed with its best side out.
Does anyone have any experience with this stuff??? I see TONS of inverted toned coins out at shows . . .and have had success in the past.
Not trying to 'get over' on anyone . . . most of all PCGS. I just would like to display them with the inverted side matching the same direction as my other coins.
Any ideas?
