The first one appears better, but the quality of the second photo is not as good.

The frost on the second one is better. The fields on the first one appear to be deeper. The 2'nd one looks like a strong Cameo to me. The first one might not make Cameo. I can't say anything about hairlines. Is there evidence of die polish on the second one? It looks like it and I've seen that frequently on the '51s.

I think there is die polish on the second one. Is the Frost more important than the deeper field in making a CAM?

You need both frost and deep fields to make cam. For Deep Cameo the fields need to reflect like a mirror and the frost needs to be really frosty with no breaks anywhere.

    A. The two together, if one coin, have all the aspects necessary. Too bad, it is on two different coins.

the coin to the right looks better, with frost breaks on the obverse portrait of the other. what appears to be haze on the better coin might be removable with a wash, if it is PVC induced the coin may be ruined.

There is no haze, just a reflection I guess.
