Could PCGS' new multi-coin holders affect their grading standards?

It looks like PCGS's new multi-coin holders are going to hold only one grade for each set of coins. Could this unwittingly cause the PCGS graders to overgrade or undergrade some of the coins in the multicoin holders? Instead of just grading one coin they will be grading year sets and such.

I would think it's the big submitters like Tulving using this service. The coins should be graded individually, then complete sets built per the submitter's instructions, i.e. build as many 4-coin PR69DCAM sets as you can, up to 50. Return any PR70DCAM coins in individual holders. Return remaining PR69DCAM coins in individual holders. Return lower grade coins raw.

I wanted to use this service when it becomes avaliable to us "little guys". I was only going to send in enough coins to fill the multicoin holder and not submit a bulk order. If one of my lock PR69DC in a proof set submisson grades PR70DC will the whole set be returned ungraded or would PCGS just call it a PR69DC and holder it with the rest of the proof set?
