1892 Columbian RPD

Never saw this, but ANACS did on a recent submission. It's only an AU58, but is there any premium for the RPD? I can't seem to find anything about them. It's very apparent in the 8 and 9 on the coin. I'm not even sure why it would have needed to be re-punched. Was there some type of die error on this coin?
