Allowing any coin in a registry set

How come in a series set we cannot use any coin we want. For example, using a 1865 Plain "5" indian cent instead of a Fancy "5"? We should be able to use any date/mint that would qualify. You may not received any extra credit, but should still allow for full credit. One COULD use an 1804 bust dollar for the bust dollar large eagle, but it would not help any more than say a 1799.
