Kind of looks like the 1 Peso 1980 Mexican coin that Lordmarcovan identified as an open 8 variety. Its KM#460 if its the Mexican coin.

Are you refering to what you consider a broken eight or an incomplete 8? There are a number of countries who do not close their eights. A wee bit more of the coin perhaps...might help.
