Yes, $10. HRH will occasionally answer that it is $5, which it was at one time, but it is now $10. I verified this through the PCGS 1-800 number, the current PCGS submission forms, and my our recent submission for FBL checks on PCGS graded MS Franklins.
Designation review is the same cost as any other grading service. Moderns, $12, Economy, $16, Regular, $30 Hmmmm. I write FBL check or whatever designation review I need for the currently graded PCGS coin and I only pay $10. Originaly they only charged $5, but now it is $10.
If PCGS agrees with the giving the designation, the coin is cracked and comes back in a new holder with the same cert. #; else it comes back in the original holder.
That means I've gotten screwed on every cameo and deep cameo review I've sent in. They specifically told me that it goes in as a regrade, priced at the tier of choice.

Maybe you got screwed, or maybe cameo and deep cameo reviews do require a regrade, and FBL, FB, FH, etc. don't I asked HRH this question several months ago in the Q&A section, but he did not answer it. I've never paid more than $10 for an FBL check.
There was not guarantee on turnaround but they were done in about 3 weeks The turn around for my FBL checks has been about 2-3 weeks. In fact I have some in now that they received on Nov. 6- still waiting for the results.
