I'd guess it's just an error and since it's a low value coin no one bothered to send it back.
Although there is some major lacking in the lettering on both the obverse and reverse. I don't know how PCGS would view this; maybe they don't consider this CAM despite the DCAM devices.
To be optimistic, they made a mistake in the labeling. To be pessimistic-- pcgs found a pin head sized spot without frosting and they felt the coin did not warrant a cam or dcam designation. a few months ago I sent in a group of 1960 proof washingtons -- and I felt everyone was a cam or even a dcam and NONE came back so designated. cheers, alan mendelson
