Severo's weekly random coin (45-03)

And another one... this one is not looking too good. Although I'd say it grades Very Fine, technically, it has issues, like corrosion spots. But I'm not complaining because I got this coin in a foreign trade, and in such cases you don't usually get to know in which state of preservation the coins you're going to get are.

Is this an FAO issue? Or simply a regular commemorative?
