My update on the NGC64 that DNC.

If it isn't already obvious, I'm a little frustrated, so please bear with me.
Anyway, I submitted a 1878 8tf Morgan dollar (NGC MS64) to PCGS as a crossover; I indicated a minimum grade of 63, although I didn't feel the coin warranted a downgrade. I checked on-line and discovered the "DNC" before the coin was shipped, so I emailed HRH and asked if he would look at the coin since the "expanded crossover service" (explanation) has yet to be implemented. He sent a copy of his email to customer service, which directed a certain person to pull this coin (not send it out) so he could review it.
Well, the following day SOMEONE shipped the coin to me without a review or explanation.
Of course I recontacted HRH for an explanation and further instructions (hoping SOMEONE would own up to this screw up and at least comp me on postage, or submission fee - hell, even an "I'm sorry" would have been sufficient). So, after some time I was instructed to send it back and indicate that HRH was to review it, which I did.
Well today I get this coin back, slabbed PCGS MS63 with no indication why it slabbed this time or whether HRH got to look at the coin, of course, I was charged regular service submission price.
I think this action only reinforces that PCGS has an unwritten policy to eschew same grade crossovers, and when it does occur, it is more likely than not undergraded.
Now my question is, what do you think would happen if I submitted three PCGS64s and this 63, which are virtually identical, for a grade review. Would the three 64s be downgraded, the 63 upgraded OR will PCGS just attempt to justify the grades already assigned. Bear in mind that the 64s had been either submitted raw or already slabbed and the 63 is a NGC64 crossover submission - and they really do have essentially the same bag marks.

Gilbert, I'm not trying to add to your misery here, but merely, to understand. If you really liked the coin, why worry about which holder it was in? And, if you didn't like it, why not sell it in the NGC holder, instead of paying to try to cross it? Finally, if you truly felt it was an MS64, why were you willing to accept a downgrade? IMO, you and others give PCGS far more power than they deserve, when you ALLOW them to do that.

Based on the percentages, sight-unseen, I'd say the odds are extremely high that the MS64's would NOT be down-graded. I believe, that in the vast majority of cases, a coin will not be down-graded unless it is blatantly over-graded - if they downgraded borderline examples, PCGS could quickly be out LOTS of $. Not a knock on them, per se - just another fact of life.
