You gotta love MPD's that drifted this far off course. 1873 Open 3 S7 (MS but dipped):

Is it the top of the 7 (or 1) turned 90 degrees?

The neck is incuse on a die. If you think about how to get a digit punched at that depth w/o leaving a remnant of another digit, it would have to be one of the "corners" of the punch, either the 1 or the 3. If it's a digit and not a die "lump", the tip of the 1 makes most sense.
