Is 1986-87 Fleer Basketball the #1 completed set on the registry?

There are 18 1986-87 Fleer basketball sets on the registry that are 100% complete. Are there any other sets that come close? I think I saw where there are 11 or 12 complete 1970 Kelloggs baseball sets.

Most in football : 1955 Topps All-American with 11 sets at 100%, although there are quite a few more in the high 90%+ completion.
