I just noticed my 1970 Kellogg's football set is no longer number one on the registry. Congratulations to Fuzzdude. Excuse me while I contemplate slashing my wrists with an Alworth PSA 9.

Fuzz has 9.23 and Galveston has 9.18.
Feel sorry for Galveston.
But does that mean that PSA hasn't kept up with the Rating per their pop report?
I'm trying to understand this stuff.

Nothing new, there are several sets I know of where the finest possible set rating is exceeded by the top registrant. Here's two
1960 Fleer Full set
'58 Bell Brand
Its not a case of recently graded cards putting the actual number higher than the theoretical one, both have these have been at this level for over a year. I think it's only a real issue when you are trying to achieve the highest possible rating on a set, and that number is inaccurate on the high side, causing you to seek cards that don't exist.

I've done it several times myself and the Rating has always been changed rather quickly. Each time I have done this, I have included a spreadsheet that references the current POP Report as backup.
OK, who can find the set with the largest difference between the listed Finest Rating and an actual complete set with a higher rating?
So far, Griffins '58 Bell Brand set has it at -0.20.
Although not such a large difference, here are two that I know of:

It doesn't (or shouldn't). This is an error, plain and simple.
Wow, I'm glad someone hasn't asked me to add the '60 Fleer set to my website. That would be a challenge.

Thanks for the thought. Your set is absolutely awesome. Several times during the year, I was convinced that it couldn't be beaten and had pushed the set off my list for this year. It was sheer luck that the cards were available that I needed. If it is of any help, I also probably have the most expensive set, by far, for this issue.
To show how my K-luck has gone this year. I did find a small stack of really sharp 71 FB at a very small store here in town. They were great. Lock 9's at least. Had taken my son in to buy Yu-gi-Oh cards and was very surprised to find anything for myself. Bought them at a great price, brought them home inspected closely confirmed they were great and put them soft plastic sleeves on the dresser (out of the sun, not under a vent and next to a group of Stop and Go FB). Came back about two weeks later to package them up for submission and every single card had self destructed. Huge cracks. Evil Kneviel couldn't have jumped those things. The 70 set was about the only thing that that went K-right this year.
The last minute hunt for any Alworth was also an "exciting" time for the year. I lost one on eBay in 9 at about $80 during the last few weeks !!!

That 62 Fleer set that you have posted is top notch. All 8's on that set is ridiculous but 8.15 ! Wow!
I'm not sure that one will be beat any time soon.

Some of those prices were aggressive to say the least. I figured I would wait for the next 10 that became available. I unfortunately received about 200 cards on saturday and couldn't add them till Sunday. Oh well, it gives me a head start on next year.

I can't say that I look forward to next year too much because you guys all keep raising that bar higher and higher. It does get expensive (sorry about those K-Kards Frank). I thought that 8.0 would win this years 66 FB six months ago. I hate to think what it will take next year. But one way or another, there are getting to be several top sets in most of the years now. Next year it will probably be even more sets in even more years. FB is no longer the little pond it had been.
