Full Step Jeffersons

I understand that it takes a minimum of 5 full steps to get the full steps designation from PCGS. As you know, the reverse of 1938 is different and the steps are alittle "wavey". Is there any consideration of the difference between the reverse of 1940 and 1938 with respect to the full steps designation? It just seems that the '38 reverse is just not as sharp.

    We do take the difference in strike for the 1938 reverse into consideration. The steps obviously don't look the same as on the later issues.
