Is this a proof set or what?

I found two 1980 Dollar Souvenir Sets that I didnt even know I had and each one has three Susan B Anthony dollars in it one each p d and s mint marks. I looked at the price guide here on PCGS and there are different prices for regular strikes and proof sets. Does anyone know what these sets would be considered? Here is a picture of the envelope:

Correct me if I am wrong, but aren't the only proofs coming out of SF(as a general rule). So if you've got all 3 mints it should be a mint set.

They are mint sets, unc. PD&S mint marked SBA 1$. They made them in 1979, 1980 and 1981(the scarcest set).

They're just regular strikes. They made S-SBA's in 1979-1981 that weren't proofs.
