1973 PDS Lincoln cent mini Mint Bags ?

I bought about 20 of these, they look like the old western movie tobacco bags and have draw strings. Enclosed in each bag is a piece of paper from the bureau of the mint with a little bit of Lincoln cent history by the mint director Mary Brooks. Each bag contains five each P,D,S 1973 cents ,all are Red uncs.
Anybody see these before and how many different dates?

but most are damaged by corrosion or heavy toning. I think there may have been
a few '72's or '74's, but they were very short lived.
I went through the '71s and '72s, and to me these coins look like rejects from Mint Sets. Several of the '72-P cents I found had waffle-pattern damage on the rim from the heat sealer used to make Mint Sets.
I have no idea of their worth, in fact I keep meaning to list some of them on eBay to find out.
