if so what does this mean?

It's part of their on-going quality control program. The 3rd grader that looks at every card... is also in charge of sniffing the card for any strange odors. If, in his judgement, the card has a potentially hazardous smell, he pushes a small red button underneath his table.... a siren goes off, and all of the graders leave the building immediately.
A hazmat team comes in later and encases the lethal card in a sonically sealed holder and it is labeled "environmental damage" for your protection. The holders are made of a special tamper proof plastic (I think it's made using the recycled Card Saver's), and they are shipped to you overnight in a lead lined box.
Last months SMR had these really going up in value, and it shouldn't be long before an "Environmentally Damaged All Stars" set hits the registry.
Although, I personally think the politically correct term should be "environmentally challanged."
