...Are they normally 15 calendar days? Or, 15 business days?

15 business days, not including time at shows where they're doing on-site grading.

PCGS received my "15 day guaranteed" submission on 9/29 and I just got the results today. So, what's the guarantee?

None, there was a show.

Actually they are 16 business days. The first day is day 0. But be aware that PCGS has 2 invitational days per month that are never posted and they go to shows every month (they are posted). Both the invitational and the show days do not count as days at PCGS. The net result is that really the turnaround is more like18-19 business day. At least in my experience - and for the guarantee - well they will probably tell you to take a hike.
