Proposal for fees charged for bodybagged coins

I have heard the discussions about why PCGS charges full price for bodybagging coins but I think a change needs to happen.
I propose that PCGS lead the industry and offer their clients a 50% credit towards grading on coins that get bodybagged for whatever reason. When a coin is holdered by PCGS they take 100% responsiblity for the coins' grade, authenticity and so on. When a coin is bagged the only think a collector/delaer gets is a tag saying why it was bagged and there is 0 liability on PCGS. I believe this to be a big turnoff for collectors and dealers. I am sure PCGS has gone over all the options of doing this but I think it is time for this to happen.
I have seen that David stated that the dealers wanted to be charged for bodybags and they think it is in the best interest to charge full price.
Why not take another vote or poll?
How about giving a little back to the CLIENTS of PCGS?

The problem is that there are people who try to get doctored coins by us. I feel that at least 50% of the coins we body bag are sent in by submitters who messed with the coins. If we lowered fees on body bags we would be subsidizing those efforts. We do not want to give a dicount on doctored coins. For those who doctor the coins, we want to make it as difficult as possible. For those that don't know the difference, we want to encourage them to learn the difference and not send us doctored coins. We have always charged full price for body bags and I do not see us changing that policy.
