Are planchet flaws "mint errors"?

David - I just received a coin back from PCGS in a bodybag. The insert says that the coin has a planchet flaw, which is certainly true. Other than the flaw, the coin is unquestionably slabworthy. I expected the coin to come back in a "mint error" slab. What am I missing? Or did PCGS screw up?

    Andy...Show it to me at the next show if it's important. And you know as well as I that planchet flaws are Mint screw-ups and not Mint errors.
