Why isn't the 94, 97 nickel and 98 Matte Kennedy part of the commemorative registry sets?

We include the 1998 Matte John F.Kennedy (JFK) with the $.50 Silver Commemorative set. The reason for this is because it came with the 1998 Robert F. Kennedy (RFK) commemorative set.
The RFK is part of the $1.00 silver commemorative set - why then is the 1998 $.50 Matte John F. Kennedy part of the Kennedy registry set?

Personally, I consider those four as members of their respective series, and not commemoratives.
The Greysheet lists the 1998 kennedy and the 1994 and 1997 nickels as commemoratives. The Dime is listed with the mint sets.
Further, the Red Book does not list these coins as part of the commemorative series but individually lists the coins as part of the commemorative set (except the dime which was part of the Mint Set).
I think the reason for the nickel is that it is a five cent piece, while the kennedy is a $.50 piece – which fits with the $.50 mint state set or it could be part of the proof set.
So why not put both the Kennedy and the nickels with the commemorative sets?

The Matte Kennedy is in the Registry in both the Type Set with Variations and the Kennedy series.
I don't think it really fits in the Modern Commemorative Halves registry, since it is more of a "special edition" Kennedy half instead of a commemorative like the others.
You find many other dates of Kennedy halves, but only 1 date of all of the other commemorative half dollars.
